Environmental management is changing at both the federal and state levels. In the past, regulatory agencies mandated what industries and local governments could or could not do in order to meet environmental targets. They prescribed technologies, measured compliance, and enforced impact mitigation and environmental outcomes. Today, regulatory agencies are recognizing prudent environmental management by industries and communities. They must verify that they are meeting the performance standards expected by an environmentally sensitive public.
