Introduction of New Services (SIN 899-99)

 

While the majority of SES’s experience is in environmental management and remediation, the hallmark of our company is our expertise in the development and implementation of new environmental services.  In particular, we have led the way in the development of environmental management in agriculture.  This new and very important aspect of environmental services is at the forefront of developing standards, not only for sources of chemical contamination, but the threats of biological contamination with genetically modified organisms (GMO) and disease threats that could profoundly affect the largest industry in America.

 

Since our founding in 1998, SES has provided unique environmental services in the agriculture industry.  SES has participated in the development of these new standards on national boards in conjunction with the U.S. Department of Agriculture, the U.S. EPA, industry professional trade organizations, and with representatives from agricultural producers.  Our experience in developing new services in agriculture include:

 

  • Development of the OFAER Program, including the development of training and certification programs for assessors, and management of the third party verification and oversight program, which was designed to assure that livestock operation assessments conducted for OFAER are completed correctly.  SES provided personnel experienced and trained in oversight of the program to assure compliance with program objectives.

 

  • Participation in the development of the Comprehensive Nutrient Management Planning (CNMP) process by the U.S. Natural Resources Conservation Service (NRCS).  SES provided key review and input in the process through review and comment of the requirements of CNMPs.

 

  • Development and implementation of a working CNMP for one of America’s largest livestock producers at 23 facilities.  This document exceeded the requirements of the NRCS and federal court in Missouri, and enabled the livestock producer to provide greater management capability for animal wastes produced at its facilities.

 

  • Providing waste management and nutrient balance analyses for land application of manure wastes for more than 50,000 acres of farmland.  For Premium Standard Farms (PSF), SES developed a field prioritization scheme for land application of manure based on a numerical scoring system to minimize threats to surface water and public facilities.  This included assessment of sensitive environmental receptors, the need for soil conservation measures to minimize migration of contaminants/nutrients to surface waters, and crop/vegetation strategies to maximize nutrient use and recycling.

 

  • Participation in the development of the Phosphorous (P) Index for the state of Missouri.  SES participated in the technical review and comment of Missouri’s P Index, working closely with the NRCS and the University of Missouri to identify P management factors to be included in the process.  SES conducted detailed testing and sensitivity analyses of the P Index and comparison to other state P indexes and provided key information back to the NRCS and the state on results of the tests.

 

  • Development of GIS applications for manure management planning, and assistance to other organizations developing similar applications.  This program has been implemented by one of the nation’s largest livestock producers for increasing the efficiency of waste management operations at 23 facilities.

 

  • Detailed assessment of agricultural and range management as a function of environmental assessment, analysis, and management.

 

  • Recent introduction of a risk management program for agricultural operations, including biosecurity issues for livestock producers and genetically modified organisms (GMO). 

 

 

SES Federal Supply Rate Schedule

 

Offerors shall specify the Labor Category(ies) proposed and the hourly and daily rates for each.  Total price for Environmental Planning Services & Documentation will be established at the time the Task/Delivery Order is placed and will be based on the prices offered herein. The estimated number of hours negotiated with the ordering agency and the labor category(ies) provided will be shown on the resultant Task/Delivery Order.  If the agency Contracting Officer chooses to purchase from this SIN on a Labor Hour basis, the resultant Task/Delivery Order shall specify the Not To Exceed price, the Labor Category(ies), and any Other Direct Costs (ODCs). The Agency Contracting Officer shall negotiate pricing of ODC’s in accordance with all applicable acquisition regulations.
