Remediation
Services (SIN 899-8)
SES has extensive
experience in providing detailed remediation services, including
preliminary assessments through remediation feasibility studies under CERCLA;
RCRA corrective action, including corrective measures design and
implementation; emergency response to hazardous materials releases; and
state-led corrective actions, including voluntary remediation
programs. Our services include:
- Preliminary
assessment and investigation of the nature and extent of site
contamination;
- Development
and implementation of site characterization work plans, including site
investigation plans, detailed quality assurance plans, site-specific
health and safety plans, and data management plans;
- Human
health and ecological risk assessments, including Risk-Based
Corrective Action (RBCA) assessments and documentation;
- Remedial/corrective
action feasibility studies;
- Remedial/corrective
action design;
- Remedial
action implementation and oversight; and
- Site
closure plans and documentation.
Our remediation experience (much of which was obtained in
employment with other companies prior to the founding of SES), has included
numerous projects for the U.S. EPA under several contracts, including Field
Investigation Team/Technical Assistance Team (FIT/TAT), Superfund
Innovative Technologies Evaluation (SITE) Program, Remedial Environmental
Action Program (REAP), Technical Environmental Services Program (TES),
Approved Remedial Contractor Services (ARCS) Program; for the U.S. Army
Corps of Engineers under the Formerly Used Defense Site (FUDS) contract,
Total Environmental Remediation Contract (TERC), and Formerly Used Sites
Remedial Action Planning (FUSRAPs) contracts, as well as several
site-specific contracts; and for the U.S. Department of Energy. We have also conducted numerous state-led
remediation projects in Kansas, Iowa, Missouri, Wisconsin, Illinois, Ohio,
New Mexico, and Michigan for state agencies and private clients. A listing of our projects is provided in
the presentation of Technical Factor 3.
SES has not only
participated in remediation services using standard protocols, but has also
taken the lead in developing innovative systems for assessing contaminants
in the environment and developing new means for cleaning them up. For instance, our staff was among the
first to develop innovative sampling strategies and technologies that
maximize data acquisition and cost savings, as well as the accuracy in
determining the extent of contaminant sources in the environment. A member of our staff, Mr. Eric Hess, has
a long record of leading the development of innovative sampling strategies. He was directly involved in the creation
and fielding of the EPA’s Region 7 Field Analytical Screening Program. Mr. Hess conducted the first application
of seepage meter sampling to document a release of contaminants (metals)
between ground water and surface water.
As part of the field evaluation, Mr. Hess developed, assembled, and
operated an onsite settling and filtration system that treated 150 drums of
investigation-derived wastewater from a concurrent technology
demonstration. The system was used
to remove PCP and dioxins from the wastewater.

Rate Schedule
Offerors shall specify the Labor Category(ies) proposed and
the hourly and daily rates for each.
Total price for Environmental Planning Services & Documentation
will be established at the time the Task/Delivery Order is placed and will
be based on the prices offered herein. The estimated number of hours
negotiated with the ordering agency and the labor category(ies) provided
will be shown on the resultant Task/Delivery Order. If the agency Contracting Officer chooses
to purchase from this SIN on a Labor Hour basis, the resultant
Task/Delivery Order shall specify the Not To Exceed price, the Labor
Category(ies), and any Other Direct Costs (ODCs). The Agency Contracting
Officer shall negotiate pricing of ODC’s in accordance with all applicable
acquisition regulations.
